   Is this retroactive? If I install it on a character that already is past issue 18, will I get the recipe?

      I just got home myself. It does give you the recipe as long as you are past 18 med books. Granted you still need a chem station to craft them. Which seems pretty fair and balanced to me. Thank you for your work!
