You can still cook recipes that use raw meat, but you can only make one at a time, rather than multiple at once.
Looking at the recipe.xml file, it seems the perk that reduces ingredient cost of anything that would normally require 5 of something by 1. For example, "Bacon and Eggs" costs 5 raw meat and 2 eggs, so the level 4 Master Chef perk, Army Cook, would reduce the raw meat to 4 while the eggs stay the same. So, the "Use 20% less of a recipe's main ingredients." the perk claims isn't totally accurate. I mean, technically, 1 is 20% of 5, but the games doesn't actually do any sort of calculation using "20%," it simply reduces the count of any ingredient that normally requires 5 down to 4. So, changing the XML so the raw meat needed is only 2 would in turn allow the Army Cook perk to further reduce it to 1. Only alternative (other than just deleting the part about the cost reduction, which I'm hesitant to do in case it interferes with the game) is to simply not take that perk.
Edit: Only exception I found was for Hobo Stew, which requires 10 rotten meat, and that is simply reduced by 2 in the code, so one should reduce it to 3 when editing the .xml. I know this mod is all about reducing the need for only raw meat, but since I was messing around with the .xml file, anyway, I thought I might as well go through and edit every food to only need 1 ingredient after the cost reduction perk is chosen.
