Normal interaction should be that you mine a boulder or ore node and it is immediately replaced with the respawner. The respawner by default takes 420 irl minutes to reset. I recommend you get OCB's Plant Grow Info mod so you can measure the progress of the respawner and also know that it's that and not a normal boulder. WARNING: IF YOU CHANGE THE RESPAWN TIME IT WILL BREAK ACTIVE RESPAWNERS. in the event this happens you can edit the xml to make them available in creative mode. dig under the respawner to destroy it and place a new spawner
EDIT: if the rock has 99000 hp then it is NOT an actual boulder. the way this works is that you destroy the boulder and a respawner (which looks exactly the same) takes its place. mining this yields no resources. the regular boulder will come back after 420 irl minutes. I can upload a file with less time requirement but you will either need to start a new game or manually replace respawners in creative mode.
Yet, I wanted to note that I cannot mine the boulders. It may be a conflict with another mod? But on the off chance that is something fixable, I wanted to mention it.
What do you mean you can't mine them? boulders should be mineable as normal. the respawners however will yield no resources afaik. Also I probably should have done more testing, because I don't know how this interacts with existing worlds. my apologies.

Mining ore does not yield any resources. I hope it gets fixed soon.
