   If you wanted to create your own set of menu backgrounds to pick at random, can that be done with this mod?

      Sure, that's what it's designed for: randomly picking one from multiple sets of backgrounds added by different mods.

   why .dll why is not a normal .xml file so this will give ppl own way to expand this mod

      It's a mod that adds xml feature to enable random menu loading. The showcase pictures are taken from The Wasteland, which uses this mod for their mainmenu.
