Go to Steam, right click on your 7DTD game and under "Manage" option click on "Browse local files". It'll open game folder on your PC. If not present, create a folder named "Mods" (no quotes), then open this file you downloaded and copy that folder within archive into that Mods folder. And done. This works pretty much on every mod for this game, unless install instructions state otherwise.
Just note that if you play multiplayer, then some mods have to be either installed on server side (and sometimes server and client side) or on both of the clients (if you play this peer-to-peer multiplayer with a friend or few). Instructions usually mention this in that case, most commonly this is needed if mod contains custom assets.
