They are all included. Some of the guns are adjusted because they also alter their damage through a similar method. I don't recall which off hand though.
It does in fact deal extra damage on blocks, it is easiest to see when you try a level 1 and a level 6 side-by-side. The hunting rifle is only as buffed as it is in the original files, which is 35%. Just like the AK and SMG have a penalty.
I have looked at the new config files and i found out that alot of commands seem to be gone i will not start modding before the game is out of experimental bu i still have some questions would be cool if you could answer what you know about it.
can we still use old levels 1-600? can we still use the old action skills that level while mining and using items? can we still use old random world generation commands like path radius and wilderness poi counts?
those are the things that i want to overhaul in a mod in case the fun pimps abandon these features.
I do not know the answers to your questions there are several people on the 7 Days to Die official forums that are working on mods like you are describing, you are better off looking there.

Any reason to not add shotgun, pistol and magnum to the mod?
