The external texture can be made more transparent by altering the "color tint" alpha setting (the 'a' after r,g,b) for the highway_tube. Get the color highway mod and just change the main line in the mod to what you want. Heck, too many people have asked for this, maybe I will create an alternate release with some changes to the external textures.
Does this also change the way the highways look when you are not in them? I really dislike the fact that you can see these tubes running all over the place.
It does drop the alpha of the external mask a bit, but you really need to change the alpha on the color tint property. Use the color highway mod as well, and decrease the alpha in that mod.
