USN Mixed Rank Names For Soldiers

This mod changes the soldier promotions to use a ranking based off the USN's mixed enlisted, non-commissioned, warrant officer and commissioned officer rankings.
A bit Navy Seal Space Command likers out there!
First try at modding anything so hopefully it will work ok.
