Not just speaks, he speaks in some rural english accent... but as we know, white suit Stig was Michael Schumacher, it would be more fitting to give him one of the german voices, if he has to have one, but best would be to create a voicepack with empty soundfiles specifically for him.
Stig isn't really Schumacher , it was just a joke made by them because only Michael Schumacher is allowed to drive the ferrari FXX. I'm not really a modder so i can't really make voice packs or make them work.
