great idea for a mod! thanx I've been using cheat engine (it's speed hack+hotkeys ) to speed up parts of the game, but this seems more easy. and for FPS comments, frame speed up hacks/mods get weird with FPS counter programs. As long as the game doesn't "feel" slower, it shouldn't really matter
Do you start the game with the modlauncher? Does it appear there? ..\XCOM 2\Binaries\Win64\Launcher\ModLauncherWPF.exe. If you get an error, you can ignore it and start the game as normal once you've selected mods and used the launcher. All the mods selected will be enabled.
I gota say that this works how it suppose to BUT, it absolutely rapes FPS, i mean shocker ! Without your mod i ran 62 fps, with your mod 32-34 FPS and i am talking about static fps....just looking at the FPS standing in one spot without any action happening. It's just as bad when the action starts. this really needs some major testing. I am certain that its your mod, with it 32 FPS, without 62-64.
This might be. I have a pretty decent computer, capped at 60fps. Not sure how the game handles the animations. I'd assume this affects not only movement speed, but maybe also everything else, making the game render more stuff faster? .. No idea. Would be nice if someone could confirm.
I have a kick ass pc with two 980 ti in SLI, so its not about the power of the graphical cards, it is this mod, it KILLS FPS. What is odd is that even if there is no action, you see the FSP down from mid 60's to mid 30's. I do game in 4k but the resolution has nothing to do with the FPS drop once your mod is activated.
This is one of the fixes people use to get better performance, you'll find it referenced everywhere if you google, so I am not sure why it works opposite for you. Could just be hardware related, since it's not exactly optimized, and different configurations can have other results. I know there are two redundant lines in the mod, but these don't do anything at all, as far as I can see. Have you tried changing the lines in the default configs manually? Make sure to back it up first if you try.:
Defaultanimation.ini C:\games\Steam\steamapps\common\XCOM 2\XComGame\Config (Lines 18-24) MaxUnitRunRate - set at 1.0 by default bUseRunRateOption - set to false by default Set the first to 1.5 and true on the second and gameplay options appears with a slider to adjust runspeed.
DefaultCamera.ini (Line 7)
ReactionFireWorldSloMoRate - default set to 0.66 be default Set it to 1.0 and things will be much quicker.
This is all this mod does. Only without messing with the original files.

Edit: It's fine now it seems.
