I'm a bit of a completionist and there are always a few quests that drop below the vanilla cutoff that I don't enjoy. I'd leave them and polish them off when I could be bothered... dispiriting! Now I can cheer myself up with the thought I'll get some XP for them!
It could also help when I reach the inevitable point that I'm struggling to level enough for mastercrafted gear for Eredin. (Whatever you think of him, you should look your best for the encounter... he is a king of the Wild Hunt after all). Now I can do a higher level quest to speed things up a bit!
Edit: been playing it a while now and I really do appreciate how this curve is set up. I can't see how anybody wouldn't appreciate this mod!
Very nice exponential curve. I ran some numbers with 1.01 (instead of 1.07) and for 10 levels difference (character level greater > quest level) the loss in XP gained is only 10%, which is more than acceptable in my book. For 5 levels difference, the XP loss is ~5% (almost nothing). A thumb up.
If you use the have Witcher 3 GOTY, try using the new variant I just uploaded. It should play nicer with other mods. Maybe this will resolve your conflict, maybe not.

Given that all FH can do, that makes this mod pretty much useless.
