In case anyone is curious I tested this for the Steam version 1.32. I confirmed that Ancient Leshen Decoction is still bugged in that version of the game and that this mod fixes the issue.
For each test listed below I summoned a large monster (A "Cyclops" in this case since I am only level 20) and played keep away. All tests were done with no potions active or anything else that could influence the results. All testing was done with normal Quen. I am not spec'd into fancy Quen so there is no way I cast that by mistake.
First I established a baseline. With no mod and no decoction my stamina recharge from empty to full took 14 seconds.
Then I tested to confirm that the Ancient Leshen Decoction is broken in my version of the game. With no mod installed and the Ancient Leshen Decoction active my stamina recharge always took 14 seconds no matter how many times I cast Quen.
I then exited the game, installed the mod, and retried the experiment. With the mod installed and the Ancient Leshen Decoction active after 4 normal Quen my stamina recharge was only taking 7 seconds. After a couple more normal Quen it was below 5 seconds.

Edit: yup, this works fine. I was able to rise my in combat regen as high as my out of combat regen over the course of a long fight
