Then try this preset - it claims not to put a blue tint on to neutralize the yellow one: http://www.nexusmods.com/witcher3/mods/163/?

Anyway to do this without reshade?

It seems to kill my fps. (it's an issue with reshade itself for some reason).

This is a SweetFX preset. You don't need to use the full Reshade Framework. This particular preset costs maybe 2-3 fps.

I apologize for my ignorance, but what exactly do I do with the file?

You need to download SweetFX 2.0 http://www.mediafire.com/download/w0fg4b9sukaqw66/ReShade+1.1.0+with+SweetFX+2.0.7z
and rename file Reshade64.dll to d3d9.dll. Next you have to copy file downloaded from my mod-site and place this into SweetFX folder.

Then copy this all into your bin/x64 in Witcher 3 directory.
