I'm assuming your talking about guns, which everyone assumes are op In P&P as they do the rules wrong.
There is firstly no "incendiary rounds" what they usually do is actually pierce worn armor, for less dmg dice, all fire dmg weapons don't use gun hit dice, but just apply the normal fire dmg per turn affect of varying levels (capping out at 3) and the soak is seperate to the gun dmg dice.
Going with actual gun dice.
If you've 5 in dex, 5 in firearms, do full auto (which uses all ur ammo, and usually takes at least 2-3 turns to reload where ur stuck doing nothing) (and also only a few guns can do, the most dmg they have is 4 for 4 extra dice)
Then that is 5+5+10(full auto) attack dice, for 20 dice, averaging out at 10 to hit.
After that 10 hit you roll those 10 AGAIN for dmg, they aren't auto successes + 4 for the weapons base dmg, that is 14 dmg dice.
you roll 14 dice for dmg, averaging 7 dmg, then the person rolls their soak, even if they just have 1 stamina, and don't get a success, that is still 7 dmg, rounded down to 3 bashing, this is the average dmg for a gun using the standmard max dice you can get, only every couple rounds.
If they did get a success and also use a willlpower, it's 2 dmg, this is literally against the squishiest kindred u can get, not even wearing basic first tier defensive clothing, there is a reason jack says guns are useless against vampires.
None of this is including the defending kindreds defense (not soak) roll, to take away some hit dice (though defense rolls aren't free you have to split the dice ud normally get on ur upcoming turn and can't defend if u already took ur turn and didn't presplit.
Still, hope this helps on development, Incase you made some issues, remember in P&P stam works on lethal too unlike this game.
