  You are likely playing on servers which have an sv_pure value set, which prevents clientside skins (mods) from being loaded, and forces the game to load them from the game's vpk files.

Will I get banned if I will play with it on official servers? Like casual and competitive.

Interesting take on the eyelander. Reminds me of the sun-on-a-stick and the volcano fragment.
