hey friend can not be set up for the soldiers to have their original weapons but keep up with the improved stats

Is there any way to boost all the soldiers' stats to 7 instead of 4? Thanks

  I uploaded an "optional" download under files that includes a version where all soldiers have max stats in cardio, wits, fighting and shooting!
