Technically, he still has to go through the moot; which he wants to do because he wants to have legitimacy. My problem with the stormcloaks though is they're not smart when you think of the big picture. Yes, making Skyrim for the nords and putting back Talos is great but in the bigger picture, the Thalmor will look at it and declare war. Imperials had a bigger army than the stormcloaks and got wrecked. They were clearly outmatched so they signed the Treaty to bide their time so they can defeat the thalmor. I sided with the Imperials on 10/11 of my playthroughs because the Stormcloaks in the long run are stupid.
Hammerfell fought off and annihilated the Dominion by themselves, if they can do it why can't Skyrim, plus Skyrim won't stand alone, many Legion soldiers disobeyed Emperor's order and stayed in Hammerfell to defend it bolstering their forces, Ulfric,Thongvor,Vignar,Galmer,Dengeir are seasoned warriors and some are Legion veterans like Tullius, they know the risk and know how to run a country. if Argonians,Redguards can do it why not the Nords, it was their help which helped win the "War of Red Ring". Imperial Army destroyed the Dominion forces and they had the full support of Skyrim and Hammerfell but chose to sign the treaty.
Noticed a pattern here, in every Elder Scrolls game we try to save the Empire, strengthen their control in Morrowind and Solstheim and save it from the Oblivion Crisis, but in the end it was all for not, because Empire is getting close to self destruction, maybe what Paarthurnax said was right after all "Those who try to hasten the end, may delay it. Those who work to delay the end, may bring it closer". maybe the Empire should end, we are just delaying the inevitable

What you just said is completely valid. I agree with it, but what I don't agree with is Ulfric automatically being named High King. Yes, he defeated Torygg and Torygg doesn't deny that but that doesn't automatically make him High King. Ulfric Himself, after you ask him if he's now the High King tells you straight up no. Just because he won the civil war doesn't give him legitimacy; sure he could use his army to provide legitimacy but I'm sure Skyrim doesn't want its equivalent to Oliver Cromwell. Anyway, he wants the moot and let the other Jarls decide if he is or not. If he's not named high king, I'll be surprised, but it could happen and imo Ulfric would probably be ok with that. If he does get named High King, which is almost a guarantee, by the moot then he'll have legitimacy.
He's a Legion veteran, he's know how to rule, many Stormcloak Jarls are Imperial veterans like Thongvor and Vignar. this is what i like about Ulfric, he tries diplomacy unlike Tullius, who just wants to establish military rule, only checked back by Rikke, as for Magic hating, Ulfric or Stormcloaks doesn't hate magic, Ulfric himself admits that he is a magic user (Shout) and there are healers in their army (Snow Shod's daughter), only Korir hates it and he admits that Ulfric himself ignores him and his views, as for using Shouts as a weapon, the Shout was always a specialty weapon of Nords like Sword Singing of Yokuda. it was never outlawed, there are no written law about not using it in time of need (the ancient tablets says it, "Speak only in time of need").
The war was over 30 years ago, which means the armies of men are repopulated whereas Elves haven't even gotten out of infancy, striking now is the only logical choice.. Also, you can't argue that they haven't got the men when they clearly have enough men to wage war on their own provinces and kill their own citizens (Skyrim).
Also, Skyrim is basically Switzerland with even worse access from the outside, the Thalmor would NEVER attack.. Besides, they don't even have a route to Skyrim that doesn't involve sailing around the continent and through the Sea of Ghosts or marching their army through Cyrodiil or Hammerfell.
You might want to consider importing the USSEP changes into your mod for zero conflict and compatibility with USSEP. Specifically the Virtual Machine Adapter records which adds the dead body cleanup script and dead body coffin script to Ulfric. This fix made by USSEP actually use Update.esm as a master so USSEP will not be a required master when you import these changes. It's a win-win.

Hmm.... doesn't that make him High King of Skyrim though? Ha, whatever though, I'm still going to take it from him to become High King. If I can't pick it off of him I'm putting him on the slab LOL
Honestly, I wish there was a vanilla option to just get rid of both claimants and declare yourself High King. And then have the next Elder Scrolls set in post-Skyrim Cyrodiil so you can declare yourself the first Dragonborn Emperor in over two hundred years.
Yeah that would be great. Instead, the high king mod will work for now. I usually just put Ulfric to the slab or force him to work in the mines. LOL... Oh and for Tulius, well... my viewpoint is if he has a problem with me being high king, he's going to meet an army that'll wreck him just as much as the Thalmor.
