Years ago shortly after SE came out I Downloaded every language pack popped them all open with nexus downloaded tools and mix and matched them to give each race it's own language in game. So my game has been using multiple languages since then. I highly reccommend this to everyone. If it was not the purpose of this already.
My game uses English for a number of events as the fallback language when you replace the voices bsa since I started with that as my base. If you replace Nord with a Foriegn language and leave Imperials with English since, you know, its an empire anyhow. You end up being in a foreign country that falls back on English as the imperial tongue. Assuming you speak English as a first. I hear roughly 10% of random junk in English. Most of it is foreign though. If not you will want to use another as the base files and overwrite those.
Long story short. Start with your home language and replace each race separately form different language packs. and the game gets really cool.

Some years later i reinstalled Skyrim completely (as you do every few months when modding) but now i went with original english version because i wanted to hear something new. Then i added mods and also some german translations of them. Even if i dont think the translation mods touch voice files generally, some german lines were back, mixed together with english.
So my question is: when i install your mod now (whatever language, let's say german) and overwrite everything, every other mod..... then all voices should be completely german again, right?
That's the right point, yes. As I have stated as an example at the question 6 of the 'F.A.Q.' section of the mod profile.
In your example:
1 - You install the game in German Language.
2 - You start to mod the game, adding mods that changes 'Voice Files', let's say 'Unofficial Skyrim Special Edition Patch', so some voices are changed to english.
3 - After finish of adding mods, and as the LAST thing, you download from here the 'German Voices' (they are in 'Loose Files', because 'Loose Files' always wins versus the files into *.bsa files), and decompress them into your 'Data' folder of the game.
Final Result: Your VANILLA GAME VOICE FILES, has the 'German Voices' again.
Keep in mind, that of course, if a mod that adds Voices, and I mean adding content, and NOT modifying the Vanilla Voice Files, will sound, of course, in the language their voices were recorded. So, remember this mod profile is for the 'Vanilla Voice Files'.
Got it! It also means, by downloading the other language packs and and in MO2 just activate a certain one, i can switch between languages if i want to listen to spanish for example, whenever i want, right? Thats awesome. Thanks for this mod.
Sorry a lot because I don't give support to 'Mods Managers', I always mod in a manually way using the old school technics, and I left the buttons of mods managers at the downloads of the files only just in case anyone can take advantage of it, so I don't know if it will work so or not. Anyway, if you want, test it by yourself and share here your experience.

Tested and yes, it works like i hoped. Theoretically i can donwload all of your language packs and only activate the one i want to use. When i am bored by it, i exit game, activate another one and can listen to that language. So i can switch everytime and have some language education. Very nice.
This means that you have confirmed what is shown at the point 6, example B), of the 'F.A.Q.' section, but this time using a mod manager. Really good. I will add to that text that you have tested it.
If you have the sufficient knowledgments and knows good how to modify the game, maybe. Sorry I can't.
And if you are speaking about to use one language different from the ones you use, then must play with the files in the folders, as I have stated at the 'F.A.Q.' section of the mod profile. This way, knowing good the exactly route of the folders, and knowing good what file you must put in what folder, you can go in the woods and find one Bandit speak in Russian, and after to find a Hagraven speaking in Japanese for example... What a madness...

Yes, the 'OPTIONAL FILES', and the 'MISCELLANEOUS' files, are there also as 'Modding Resources', because it can be very useful for to know good the contents of the different voices. Page attention to the comparatives between the different languages. It was a great surprise to see how some languages has so much files deleted, and so much files added, and I think all of this, is extremely related with the 'Strings' files too.
The only language who has a perfect relation between the English Voice Files and its own language, is the Polish in a relation of a 1:1 File. Does not add nor remove anything. Followed with the Russian one, who has all the Voice Files from the English, plus adding 4 more Voice Files. Of course, dubbed. All the other languages, adds and removes a lot of different Voice Files. You can see the exact number of files at the screenshot added to this mod profile.
If you use the sources shared at the two sections named above, please credit me. Thanks a lot again.

This last update (v1.6.1170.0.8), has NOT change the voice files in any way, so the files are just the same.
As long as 'Skyrim VR' use the same voice files as 'Skyrim SE/AE'. It is. I cannot confirm it, but maybe somebody who has 'Skyrim VR', can.

I did a little mod a few months ago to change the voices/languages of some races (different voice language for different voice-type)...
