I think you may not have a full appreciation of what housecarls actually are. They are not really administrators, much less landed gentry. Housecarls are first and foremost bodyguards, basically. Men-at-arms, or could even be considered mercenaires by some definitions. The Jarls essentially provide the housecarls to the DB, to provide additional security, and basically as armed 'servants' for the manors they grant them.The game actually does dress them appropriately already. Dressing a housecarl as an upper-class citizen, is, not very accurate. If the game engine were flexible enough to dress NPCs in off-duty garb, well, ok, but its not really down to that level of detail.
The game however, merges the roles of a house steward with those of the housecarl into one person, for efficiency, not for realism.
Yeah, I normally use my housecarls as the stewards and rarely use them as followers so I felt this fitted my playthroughs slightly better. I see what you're getting at though, which is why I left them with their original equipment in their inventory.
