Edit: I noticed something weird with the map. When I look at it, there are little black marks like dots almost in a grid pattern, that appear all over the map. I'm not sure if it's due to the scaling of the map from its large size, or some other reason. I have played around with the bump map thinking it was something to do with that, but to no avail. Anybody have any ideas?

There is a difference between the two. This one edits the texture of the in-game maps that you see in the holds, while the original file is for printing and having it in your room.
Someone who already downloaded this mod... could, please, upload a image of it??
I opened the file and saw the texture and... looks amazing!!!... But I think that actually would look better as a poster in my room, than in the game xD.
You can go and download the original file by T Cook (http://www.nexusmods.com/skyrim/mods/36159), which is also linked in the credits on the main page. It is a very well made map that comes in SVG, PDF and PNG formats and ready to be printed as a poster.
I have uploaded a cropped version of the original file in JPG format. It will fit nicely on a 8.5x11 to print. Just choose "fit on paper" and set your printer to "highest quality".
Did you make sure to check the War Map check box? Also the only map that is currently affected are the physical maps in the big cities, not the map screen.
