You will need to disable borders to get to the Palace, locate your Skyrim.ini in C:\Users\username\documents\My Games\Skyrim Special Edition\Skyrim.ini
And put in the [General] section: bBorderRegionsEnabled=0
I am very frustrated now. Is this mod compatible with the Steam version? I downloaded it, added it to the mod folder and it do anything. Its very frustrating when modders give the minimalist installation instructions. I followed the pathing for the ini file and nope, no ini file. Downloaded the optional and placed it exactly where I was instructed. That didn't seem to do anything.

You need to do some basic research on modding and how to install mods.
Yes, you could put the ESM/ESP filename under testfiles but this is literally the worst way of installing a mod. A better option would be to install and learn how to use Mod Organizer 2.
Google is your friend. Basic details like how to install mods are not the responsibility of mod authors. This is commonly available and basic requirement level information.
Google has not been a very good friend to me these past few weeks. Google doesn't help if the information you're looking for hasn't been posted by someone somewhere on the internet. I still can't find how to retexture armor for the game, how to build a player home like this one, or even something as simple as how to set up a chest full of specific items. I found one thing about setting up the chest, but it was an old post and the person was extremely vague. I've had to ask reddit for help on a few things. Just today alone I googled how to shut the warning pop-ups on Creation Kit only to find bad information. Which is another problem when it comes to googling Skyrim modding information. Most of it is outdated information and no longer valid.
Anyway, I eventually got Vortex to work for me and was able to get this mod working fine.

I FOUND THE NPC DISABLER BUTTON!!!!! For those who wish to know where the button location, it Is in the master bedroom. Next to the shrine of Auriel, there is a candlestick with 2 candles on it. That candlestick is actually a lever which opens a secret room to the buttons (also vampire coffin). The candlestick is on the wall in between the bath/pool and the shrine. Is this still working? I can see the map marker, but even after i've included bBorderRegijavascript-event-stripped0 into my skyrim.ini (yes General section) i can't get to beyond the "magic wall". Border is still there -.-

Beautiful, but i agree with eeveegirl and AyamePasse where are the snow elven males? i am playing female snow elf and it is very loney without male snow elves! my character is so tall and all males are so short on Skyrim! Kind Regards! I also found mod called disable Skyrim borders from nhskill the esm file works well with vortex!
