Makes the following tweaks to the default perk trees:
- Speech skill now affects shout cooldown.
- Using Shouts now levels up the Speech skill.

Skill tree tweaks:
Speech skill:
- All perks (except Haggling and Master Trader) now shorten the shout cooldown by 5%
- Master Trader shortens the shout cooldown by 10%
- Haggling shortens it by the following values:
- Lvl 1: 5%
- Lvl 2: 12%
- Lvl 3: 21%
- Lvl 4: 32%
- Lvl 5: 45%
- Lvl 1: 5%
- For a total of 90% cooldown reduction.
- Using Shouts now levels up the Speech skill using the following formula: multiplier × shout cooldown (unaffected by perks from this mod or Amulet of Talos). The multiplier defaults to 2 and will eventually be made customizable once SKSE, SkyUI and MCM get updated to the Special Edition.
