I haven't learned papyrus scripting, but somebody else with the coding know-how could implement a quest that updates their outfits. I imagine it might involve a combination of leveled lists and formID lists to implement ebonsteel bonemold into DLC2RRRedoranGuardOutfit [OTFT:040195AE] and DLC2RRModynVelethOutfit [OTFT:04035E41]. But not DLC2RRRedoranGuardOutfitNoHelmetNoShield [OTFT:0403CA5B] because brainwashed guards working on pillars use that outfit and they shouldn't get the good stuff while shirking their duties. Alternatively, you could use an NPC outfit manager mod to distribute armor pieces crafted by you, but those typically have limited slots for the number of supported NPCs.
My preference is to have RR guards wear Redoran armor from Bonemold Expanded (LE - I use a personal SE port).

Yeah I could do that if you're willing to test it in your game. I don't imagine it'll be much more than copying new armoraddon records that point to those meshes + slapping on the new textureset. Maybe it'll work out if I do it straight from xedit since CK64 is dang slow to load masters--but CK64 is the safer bet to catch the right mesh blocks....
