The reason this doesn't work is because all vampires have 100% racial poison resistance in vanilla. I managed to get around this by simply reducing vamp poison resistance to 75%. Otherwise the poison will do nothing.
Would it be possible if in a future update, could the weapons and armor that are sold through this mod's in-game shop, be added to the level'd lists with the Dawnguard? It would be particularly interesting to have to fight dawnguard that use these weapons (maxed out of course) as late-game mini-bosses that hunt you in the patrols, should you side with the vampiric faction.

is it possible to get an open cities patch? possibly move the store outside of riften (away from Riften candy shop mod spot) or maybe to the Dawnguard base?
