For some reason I was able to make one but then i cant make any more. If i disenchant it they don't come back. I even loaded a save before I made one and i cant make one. I think it may be a load order issue but don't know.
hmm it seems that the facegen data for your custom characters is borked. Meetra has a black face and it's the same for anakin. Everything else works fine

but go into files and removed levelled lists file
and you will be the only one carrying a saber
