Introduction:
=============
1. Visit Valenwood via the Boat along Coast of Dawnstar to the North/Central Skyrim.
2. Arrive near a sign-post, boat, and camping area in Valenwood.
3. Go to the Palace - "Capital City, Palace" (Map Marker).
4. Inside the Palace are the Throne room with a strongbox on a counter, containing Government Powers (Magic) Spell Tomes; near the crafting utilities is a Carpentry Workbench and a Tailoring Loom (near Forge).
5. The workbench has most of the items to construct. Others are found in the Smelter, Forge, Loom or Foreign Exchange (chair, near throne).
6. There is a Companion Follower upstairs (Female).
7. The Palace ...
State-Builder is like building your own City-State.
In "A State-Builder in Valenwood" the Player can make a new City-State in Southern Valenwood, and rule it with Government Powers (Magic).
