I think a good update to your mod would be to make both the Altmer and Dunmer have amplified spellcasting effects(duration/damage/healing) rather than cost reductions.
Site is way laggy today so sorry for the multiple posts. Wanted to thank you for your assistance and quick reply. I'm going to start fresh anyway, added a lot of mods today and a clean slate is always a good platform to begin with.
I am fairly sure it will work in a existing game, though you may see a bug when it is a Breton, as my private prototype of this mod had the 5+ bonus of alchemy switched to a 5+ bonus of destruction.
