Gawds! I am DYING here! This is an awesome idea, and I would bet that all of us have wanted to skip the beginning dialogue with some butt head bandit at Valtheim Towers by just spitting in their faces before killing them?
I know the non in-game screenshot is tacky, but it's for real. I made it for personal use but on a whim decided to share it. I'll tell you what, I'll upload an ingame screenshot just for you, stand by.
No, I call it a troll mod because there are millions of fus-roh-dah mods out there that changes the shout for the sake of a 'joke', but at least its not as bad as the fus-roh-dah fart mod.

I would say the mod author made an honest attempt at improving upon a certain style of gameplay by making force shouts more viable for what is arguably a popular playstyle for this game. Shame on you Kolagon!
At least this is useful for water-based character, or for the one who need more water-based shout (like me). I have EDM and Colorful Magic but I still need more water-thingy magic like this. There's more air & earth spells than water spells in Skyrim's mod community.
From screenshots I think you should change a shader of affected NPC, like they get wet by water (or, well, saliva), I would try this in game.
Good luck. That's been in the requests for years, and I've even spoken with Fore and a few other mentionable mod authors in the past about it. New animations, new behavior files, custom spell work, and custom script would about all be required for it. Then you would need new behavior files for every enemy in the game to react to it appropriately.
