@Riki333 I don't normally check this mod much anymore so sorry for the delayed response, but it really just depends on the time of day. I lazily didn't link him to a bed and since the beds in the barracks are all owned he just sits there instead of sleeps. Try around noon I guess I would suggest because I just talked to him after reinstalling (my own mod mind you ) and got him to sell after a few obnoxious conversations.
And if anyone is interested I am working on a new mod very similar to this one but much more detailed in the actual layout of the camp, which I drew some inspiration from the Witcher 2's military camps. Thinking of doing a Stormcloak version too but they seem very minimalist so I am not too sure of how to make it as nice as the Imperial one (it's in Whiterun, though many of you probably didn't know there was one here because Bethesda bugged it a little and it only activates if you join Ulfric) .... Yeah so any suggestions are very welcome!
Guessing given the last update is half a year ago that the modder in question did all this work then abandoned it without giving it to someone else? What a douchebag, this thing had potential! >
I was picturing something like Assassins' Creed where you build up the town and run it, etc.
I just completed the civil war quest, but when I talk to the guy in castle dour, there are no options for buying anything. Is there something I'm doing wrong?
in case y'all dont know the host went off to join the army, up in ft knox or ft benning, so if y'all wanna find him better be army... trainin's maybe 180-210 days my guess is he either'd given up skyrim for now, by this point, or he aint back yet so there y'go, take your pick no point askin for nothin til at least november i'd say

Once legate attacking and killing everyone in a stormcloak camp should convert it. Perhaps weekly 'Pay' for Legates based on number of camps captured.
