This would make a great player home for characters with a religious backstory, or a wedding ceremony location, or a dungeon for a horror-themed questline.
Navmesh is actually the easiest part, exterior navmeshing is for me a nightmare but buildings themselves are easy I would suggest watching Darkfox's tutorials on it.
I too dislike how most the interiors don't match their exteriors some are even entirely different interiors inside, it's gotten to the point where I had spent days changing many of them the worst is the Hall of the Dead in Solitude that one actually makes me very unhappy...
Looks like an interesting mod look forward to seeing more of this type :)
