Neat mod idea. Just a note for anyone that uses "Go to bed" by andrelo1. Version 2.0.4.
If using the Wait Module of this mod, since "Go to bed 2.0" you press Wait in order to sleep, this mod stops that if using conditions that don't fit. Minor I suppose.
I've been kicking this idea around since I started playing Skyrim. You compleatly nailed it. No scriptload, lots of options, it's all MCM configurable, and it makes fast travel finally make sense. Plus, it provides an actual reason to use horses, something that up until now was essentially just an affectation. Two thumbs up!

Nice idea, I'll see what I can do. Try disabling and then re-enabling the waiting module and see if that fixes it. If it doesn't, are you using a gamepad or have binded the waiting hotkey to your mouse?
Definite +1 for the query of whether you'd be interesting in making this similar to the Daggerfall fast travel system. In Daggerfall there are different speeds to travel at, with drawbacks the faster you push it. Consumption of food, gold, encounter chance- and often arriving at destinations during dangerous hours. There was also the ability to fast travel by ship. Though, while it would be amazing to replicated, Skyrim has no time limits to quests as in Daggerfall- so saving a few days in fast travel does little gameplay-wise .

Would be possible to completely disable fast travel when moving to another land, like from Skyrim > Solstheim?
Also the waiting module is not working for me, I disable or change the settings but I can continue using Wait anywhere
