   similar although making indoor areas is more difficult because you have to put each individual piece. I reckon keeping it as theft is a good idea may add one that is non-theft to the high hrothgar area

   You don't actually have to steal it. One could target the tome and use the "setownership" command. Then simply pick it up.
   
   You could also add ownership to player via CK.
   I haven't played around in the CK for Skyrim yet so I am assuming it's like Oblivion.
