I expect that I will never get an answer to this, given that no one has touched this mod in years, but I am running into a problem where for the fortify destruction and magicka regen enchantments for level IV and V, the destruction cost reduction never increases beyond 8% and the regen % goes to rediculous heights (352% i think) level I and III (not sure about II) are at 23% cost reduction and the regen remains static at 50% and 100% respectively, so i imagine it is some discrepancy with how those particular enchants are designed. Has anyone else encountered this issue, and if so, can it be fixed?

I agree with the restriction on clothing only, because this is Bethesda's way to incentivate mages to use clothing instead of armors. Without this restriction, clothing would be too underpowered with respect to armor. However, it's ok to provide an unrestricted version of the mod, so that everyone is free to play in its own way!
It would appear that the author of this mod hasn't been here for awhile, and it doesn't seem likely that the addition of a non-cloth restricted download option is forthcoming (last updated 08/05/2012). However, I have figured out how to do this through his mod (.esp) in the creation kit, for those that are interested. (In respect of the original creator's work and the rules of Nexus, I have not uploaded my altered version; and I won't without his written consent.)
Nevertheless, it's actually fairly simple to do it yourself. (For reference, I only have maybe ten hours? in CK experience at the time of posting, almost exclusively in building creation.)
1. Load up the creation kit. (For complete newbies at this, I recommend checking out at least the basic tutorials on Bethesda's CK wiki) 2. Make sure Skyrim.esm and Update.esm are checked. Double click "properrobeenchants.esp" and make it the Active File. 3. In the Object Window, highlight "*All" in the left-hand column. 4. In the Filter box, type "enchrob" (This will encompass all of the files.) (I will list the files that need to be changed below, for now I'll use "EnchRobesAlterationBase01" as the example.) 5. Right click on "EnchRobesAlterationBase01" and hit Edit. 6. On the left side of the new dialog box, you will see text that says "Worn Restrictions." It will be set to "EnchantmentRobesCloth". Change it to "EnchantmentRobes" (directly above "EnchantmentRobesCloth" in the drop-down menu). 7. Click Okay. 8. Repeat for all files listed below. When complete, hit save and load up your game.

(Not saying they're necessary, just providing full disclosure.) 3. I have very little experience with this stuff. I wish I knew how to simply fix the problem of the Magicka Regen percentage not scaling properly, but it's beyond my capabilities. From what I could find, apparently no one else who does know how has created a simple fix as a solution. (Excluding enchantment overhauls; I just wanted to fix this one problem.)
I hope this helps (I plan on running around in buffed up Dragonscale armor, hehe), and that I've not upset the author nor violated any of the ToS. If I've made any mistakes (forgotten a file, etc.) please feel free to correct me. I'm just doing this to help everyone out with this and any useful tips would be great to share!
This mod sounds good will endorse. I request though that this be made where you can put these enchants on the capes and cloaks from the cloaks of skyrim mod
this is one of the better mods out there, however, my only complaint is the restriction to cloth-only for the school+magic regen enchants. my current play is a heavy armor battlebreton, and while the armor i have is perfect for battlemage, i can't enchant it as i'd like to because ALL of the school & regen enchants are locked out.had i kept the vanilla setup, i could be tossing those enchants on there at reduced efficency, but that's not how i wanted it to be.
i would recomend an alternate DL that allows all armor enchanting with the implmented changes.
I'm glad that you've created this mod, as I agree with your reasons for doing it 100%. However, I have several mages, and not all of them are "pure" cloth casters. One is what I call a "Shadowmage", and assassin who wears light armor and is stealthy but still fights with magic. Her dagger is for when she is in 'desperation mode' only. The other is a Battlemage, mace in one hand, magic in the other. My reason for revealing this is that neither of these two wears cloth, and I would love to be able to use your mod to enchant their gear as well but you're not, at this time, allowing that. Please consider changing your mind on this
