haha I understand someone wanting this so that stamina isn't useless for a mage, but dark souls 3 used this already and it proved to be a terrible thing.
(but I say this respectfully still because I understand modding is difficult)
The mod is compatible with EVERY spell package mod now due to new scripts, but no this does not affect NPCs and I really don't see the point of doing so. It's not NPC mages that are overpowered, it's the player.
I have the apocalypse + more apocalypse and lost grimoire patches ready, the only issue is I made them as replacer files and I'm not sure if that's allowed..
At the risk of getting in trouble I'm adding these patches.

i see a selfdamagestamina script used by this esp in tesvedit, but don't know if it's present vanilla or not.
