It would be very cool if it had varying standard levels applied to different locations, like low levels near Riverwood and major towns and cities, higher level as you get further out, and highest levels in the later game areas.
Well the idea behind this is rather clever. Your gear won't become obsolete too quickly and you can actually enjoy your crafted works longer, but after reading the other comments, will the levels of the actors like the Bandit class, randomize within the proper Zone Values and actually stay there like it was supposed to, or just be level 1 lol. I'm just a bit confused on that part Either way, I like the idea of this mod and gonna give it a whirl.
I'm very interested in this. A few questions though. Does this apply to dungeons only, or the outside world as well? If a dragon priest is lvl 50, what is for example bandit chief, lvl 28? What about Alduin, he scales from 10 to 100 if I remember correctly, does this make him lvl 10 or 100? What about leveled mercs and assassins? Sorry to bother, but i really hate leveled enemies in elder scrolls, so would love to know how this works Tnx.
Encounter Zones can cover both interior and exterior locations, both dungeon and world locations.
Skyrim refers to player and non-player characters as actors. Some actors are hand placed, but most actors come from leveled lists. A leveled list contains multiple versions of the same actor at different levels.
When you enter a location for the first time, Skyrim picks actors from leveled lists that most closely match your level. Encounter Zones override your level if your level is below the minimum or above the maximum Encounter Zone values. For example, if you're Level 10, but the Encounter Zone minimum value is 20, Skyrim pretends you're Level 20 when it picks actors.
With Encounter Zone minimum and maximum values set to one, Skyrim will pick actors that are closest to Level 1, regardless of your level. If a leveled list doesn't have a Level 1 actor, Skyrim will pick the actor closest to Level 1. Hypothetically, that actor could be Level 5, Level 15, or Level 50.
Skyrim doesn't consider Encounter Zones for all leveled lists, in which cases it picks actors closest to your level regardless of Encounter Zone values.
Alduin scales to your level regardless of Encounter Zones. I believe he is hand placed and not picked from a leveled list.

With my mod, the game will always pick the actor with the level closest to 1.
From the above list, "Level 2 Bad Guy" would be chosen.
