Maybe it's just a weird conflict on my end, or maybe I misunderstood the fix, but having this enabled makes NPCs not react to being bumped into at any time, even outside of combat. However, removing the check "Subject.IsInCriticalStage(None) <> 1.000000 AND" from all affected dialogue lines inside xEdit seems to have brought their reactions back, while still seemingly preventing in-combat reactions.
Just putting this out there in case it helps someone with similar issues.
Hi Mr. Author I downloaded and installed this mod last year (December 9) and now just I discovered that the cultists from the Dragonborn DLC, are still saying the "Hey watch it" dialogue and etc, when you bumped into them and killed them after performing the sprint-charged attack.
