There is no need to bother too much about weapons' initial stats in the Skyrim game.
Edit 1. This mod adds the vanilla weapon replacer, this may effect on the game balance. It's more safe to create the custom weapon, even incredibly OP and looking exactly the same as the Skyforge Steel weapon. Edit 2. You have to use the Fortify Smithing, Fortify Enchanting and Fortify Alchemy method if you wish a weapon in the game. Normally in the game the weapon's DAM ability can be improved in several times without any cheating or mods. Just don't make the weapon too powerful - the endgame may get boring. The Skyforge Steel weapons are also powerful after use of the fortify method, there is nothing to mod here. The custom weapon from the mod can be improved in the same manner as a vanilla weapon. All this is just using the same game mechanics. Edit 3. It's not the matter of like or dislike the mod. This game has much more hidden opportunities and possibilities than is seems even after the first 100 hours of the gameplay. The modding is not easy. You may checkup the Nexus Weapons category and ask Yousef why most mods are the custom weapons or weapon textures but not vanilla weapon replacers. We all respect modders and always trying to give a support, especially to the beginners ... just no need to rush with uploading the exercise with the CK to Nexus, better test your mods in your own game and see what is happening.
Edit 4, final Ha-ha, you are not alone. There is an example of one more weapon “improving” mod: Steel Sword Improved by Shrunkgibbon (http://www.nexusmods.com/skyrim/mods/74563/?) The people is massively kidding. Sorry, no more edits, moved on.
