The file's individual description calls it the Sweetbolt Spell. Thank you for letting us know why. Definitely seems like the kind of meme I'd expect to arise from Reddit.
According to a player, it doesn't aggro guards that are struck with it, and according to Khajiitissorry, the sweetrolls generate light as well so that you can use them like flares.
