Wow this is great!! I can't believe I'm just now finding this. I always give Lydia a bow, and now she can have the perks to go with it and the unleveled cap is awesome now! Thanks and endorsed!!
Well then! There are many mods out there that modify Lydia! Most of them completely change her beyond recognition! I like that this one doesn't change her appearence only her equipment and combat style! I hope you added a couple of perks for her! Gonna try her out as soon as I have setup my Skyrim properly!
Doesn't seem to work for some reason! Maybe a conflict with some mods but she definitely does not have the walking animation nor the stealth perks or leather armor! I've checked with iATF, and It could be possible that I have a couple of mods installed like Immersive citizens! Will have to check if they conflict!

No I did! Just letting you know that there might be some conflict with immersive citizens! Because I did follow the instructions to the letter, hell she was installed at the start of the game, yet she still appeared in default gear and abilities! Anyway it's fixed now just wanted to let you know.
Moving her last on the load order did the trick, there is really nothing more to it. The problem started when I did not know where the mod conflict was. And yes I'm almost 100% sure that it was because of immersive citizens, it's the only other mods that modifies Ai behavior! And yes it does modify Lydia's behavior too, there it started interfering with your mod and it seems it kinda canceled it out!
Maybe a conflict with another mod? But I'm not sure what it would be. Before I installed this one, the mods I was using that affects Lydia are Better Followers, Ranger Lydia, Followers Can Relax, Immersive Amazing Follower Tweaks, Housecarl (Lydia et al) Dialogue Cleanup, Feminine Females, Lydia - Silence Dammit (No Yawn), Simple Follower Mount, and Immersive Citizens. She was her normal size, about a half a head shorter than my Altmer. When I installed this one, I disabled Better Followers and Ranger Lydia then enabled this one, and she was just less than about a half a head taller than my Altmer. Besides the mods I listed, I am running a fairly heavily modded game, but I'm not sure what other mods, besides the one I listed, that could be causing the conflict.
EDIT: I just went back in game and tried this mod again, and that first time must have been a conflict with something because it's seems to be working correctly now. Earlier, I had to change the load order because I was having some issues with another mod that was recently updated.
This is funny. Also you do have a lot of mods and I can't guarantee they're all clean because I didn't make them. I'll write what I would do to check where's the problem.
Quit Skyrim, then from the Skyrim main menu, type " coc whiterundragonsreach " When you spawn there, type " setstage mq104 90 " and speak with Balgruuf until he assignes you Lydia Go check if Lydia is back to normal or still taller than you. If it's about the save, then you have no conflicts, but I don't know how to fix it.
Second method: open the console, click on Lydia and type " setscale 1 " and see if she goes back to her normal size
I use Bijin AiO and it seems to conflict. If I load this before, Bijin cancels it. If I load it after, Lydia reverts to vanilla appearance with messed up textures. Sad face. I suspect Bijin may be the problem as I'm aslo using Feminine Females and Bijin cancels that too.
That's unfortunate. You can see my edits in TesVEdit: they only affect her class and combat style (which are custom made specifically for her). Maybe you want to fix the Bijin plugin? I can recommend GamerPoets on Youtube. That channel is fantastic when it comes to modding tutorials and fixing stuff.
