Pretty sure, if you were to create a new account, steam would require purchasing the game all over again. I guess that's the only way to reset achievements if you've already acquired 'em. Thankfully, I've managed to negate/avoid all of them thus far.
There's an imminent SKSE plugin by shadeMe which will cover all of 'em by sabotaging the AddAchievement function. Once it's out, this will be taken down, so I've no plans on updating given something better is coming.
ladyonthemoon:It won't work retroactively, no. Steam seems to keep track of those, so once one is achieved it's not removable as far as I know.

About Steam, if I create a new account will they ask me to buy the game anew or will I be able to re-install it from the disk? And, if it's possible, will your mod do?
Fereval: I'm planning an update to this by removing achievements in a different way which won't conflict with anything, but it may not be possible. Editing vanilla scripts is tricky business...
Ricksnowy: I doubt that's possible as I'm pretty sure Steam tracks those and they're a one shot deal. Then again, I've decidedly never gotten an achievement.
this may sound stupid but I like the achievments and wonder if I run this for a while will it reset them? I kinda enjoyed earning them it didnt bother me.

After doing the hard method, (thanks Mod Organizer !) I pinpointed down the conflict :
Both Alternative Start and the mod Achievement Remover use the following scripts (hope the typo is correct) :
