I haven't stopped working on Norkers, just hit some snags and other things came up. The next things in line are to place the ship or ships, adding NPCs and the steps to make them mimic the traveling caravans. I've been working on the ships at Solitude and Windhelm. The larger ship for the seafood merchant will stand off the from the docks. A smaller boat with the vendor will be tied up with his wares.
Looks promising. I like the whole concept. I wonder though why or how often you want to visit an island that far up north with nothing on it but fishermen and their wives and kids?
I am always on the lookout for mods that don't fiddle around with the game itself or make a former dead coastal strip alive as the imperial city. Content that makes Skyrim more alive in a subtle yet immersive way, yeah, that's the good stuff. This looks like it could add to that collection of mods. So, please, keep on working on it!
