I think they should always be around even without you choosing a side because it's a nice bit of immersion and I like seeing a few more NPCs walking around in the cities. (This might be a silly idea but I'm sharing it anyway...) Maybe you should add some a recruitment desk in both Solitude and Windhelm, I know it's a bit irrelevant with what this mod aims to do but I thought it might be a nice touch. (:
