You can find her in the Sleeping Giant inn on Riverwood so you can recruit her fresh off the intro.
Info
She specializes in Two-Handed weapons and Heavy Armor. Since she uses a generic voice (FemaleCommander) she can also be a spouse for your character. And also, she's marked as essential so you won't have to worry about her dying on your travels. I made her with CBBE but there's a UNP version too.
If You're Using UNP
Her skin tone might be a bit different from the screenshots since I'm using a slightly-customized CBBE texture for her main version to get rid of the neck seam - a problem the UNP version of Real Girls texture doesn't have.
Going From the OP Version to the Regular One
Simply uninstall the mod and make a new save without Cecilia and install the one with the more reasonable level and pick her up again on the Sleeping Giant inn.
