Yes, if disenchanted. Then enchant the modded gear. The only thing you cant do it get the better armor rating, sword damage rating, crit hit and attacks speed bonusses onto other weapons; only the enchantments, which become really powerful too so it should be no problem. Besides there are many types of gear already stronger than Steel, which is what Fragcil starts out as.
