But you can get all of the basic weapons and armors at helgen xD.

  Though not at the very first room, I wan't to be able to use a bow as soon as the ropes are cut.

So during the Helgen sequence wasn't early enough? There are archers in the room with the water (whether they are Imp or Stormcloak depends on who you chose). I know because I then used that very same bow to stealth kill the Bear, and the spiders.
