You can open the created reg file in notepad to see that it is safe, which you should do rather than take someone on the Internet's word for it.
I am on Windows 10 and the cool app, Skyrim Registry Utility, even the SE version of it, did not work, even run as admin. I am cross posting this info in the SE version, too.
Thanks man! I was wondering why MO2 was launching tools etc.. and those tools wasn't seeing my installed mods. After a little research and i have 2 copies of skyrim LE installed (one modded and the other non-modded) my tools was using the non-modded path so they wasn't seeing my mods. After using your little utility and changing the registry key to the correct (modded) path everything worked!.

This works fine though: https://www.regfiles.net/registry/skyrim-registry (just change the path to match your system, and notice that \ has to be escaped as \\).
