Maybe you need to wait 10 in-game days (default setting) for leveled list to reset. Me personaly would love to see some unique Snow Elf NPCs rather than generic ones.
I think this is partialy lore friendly since the snow elfs have a really close appearence and size to a high elf, so some might take that advantage and hide with the thalmor.
Dirandir solved this problem. (I'm simply copy/pasting his solution here)
" The mod is requiring ImmersivePatrols.esp in order to load, but Immersive Patrols only offers the Immersive Patrols II.esp and not the one that SENPCs is requiring.
Solution:
If you have this problem, open the Snow Elf NPCs mod's folder. There is only one file, the .esp file. Edit with notepad. Across the top you should see the following(near the center):
MAST Immersive Patrols.esp DATA
Simply change this to:
MAST Immersive Patrols II.esp DATA
