No you can't. I wanted it to be a unique item. I may allow disenchanting somewhere in the future, but as of right now, I don't really have any plans for that.
It actually is quite a powerful enchantment. Muffle reduces the amount of noise made by your character by a specific percent, and by default can only be placed on boots. Most pre-made enchantments come at 50% muffle, so these and the ring grants 100% muffle. Some enemies, like falmer, rely heavily on hearing you so with 100% muffle falmer will almost never detect you. Unfortunately, there is a bug where custom-enchanted muffle gear always makes your character totally silent. Then again, player enchanted gear (especially armor, which never needs recharging) is broken by default except at really low levels of enchanting, not to mention 50% muffle and later 100% muffle are vanilla sneak perks.
Tracking for now, but nice idea! Maybe you could add some other color variations? Green for a ghostly pirate and red for an angry spirit, etc... see where I'm going with this?
There are different ghost shaders and effects in the game files I can use. I may do that sometime, but since I wanted to incorporate this into Wyndelius's lore, it would only be one ring installable at a time.
Great idea, may be very nice for rp. I followed again the ghost-rider last day. Will give it a try ! But Winderlius isn't more in my current playthrought, so maybe by console or for a next one. Maybe a little chest at qasmoke would be cool.
Yes, what i did, because Winderlius was only a bit dust in my game at this time. By the way, it works great for me, with the muffled buff, my sneakperks, i'm invisible for most, and can stand in front of them. ^^
Could you change the ring to a gold ring with a saphire? it would make a bit more sense than using the cannibals ring (I believe thats the ring to the goddess of all the cannibals in skyrim right?)
I made it the ring of namira model so that players who use mods that allow multiple rings can still equip all of their enchanted ones. Those types od mods don't allow for 2 of the same model to be equipped.
I was actually thinking about that but decided that it would be overpowered if it did. Since someone asked, I'll add an optional file that does that. Hopefully I can get the fear to scale with the player's level.

help "astral projection"
then type:
player.additem ******** 1
(replace the * with the 8-digit number that is on the ring of astral projection in the console text)
