You can play without the Brawl Bugs Patch. Just don't start a Brawl quest, because you won't be able to finish that quest. Because the Glowing mod is a spell, so the NPC will think you are cheating the quest.
Awesome mod! This one is a must if you use mods like immersive patrols. This is also very helpful when there are sudden vampire attacks at night. Those using (dark) lighting mods will find it really helpful. Now you can really hit enemies instead of randomly swinging your weapons hoping that it does not hit the city guard who is involved in the combat. It also feels very immersive.
There are few cons which are user-dependent though: You can see the far away enemies even in darkness and those who are looking for pure horror [SoT users!] 'may' find this mod a bit disappointing. Also, the immersion the darkness brings may be affected to some extent as you become aware of the enemy positions.
Overall, this mod is great. I, personally, don't find it immersion breaking. My suggestion to author: If possible try adding MCM menu for activating/deactivating the highlight effect. There can be a 'distance between enemy and player' condition for the effect to trigger which can be edited from MCM menu. This will help users to decide whether they only want to highlight enemies which are close enough. Also, if possible option to adjust intensity of the red highlight can be added to MCM menu.

' Detect Life ' Spell is similar, only this one can show you who is an ally (blue glow) and who is an enemy (red glow).
