esp is needed to actually replace the static banners with these new animated banners. Doesnt work just to replace the mesh/texture, need to monkey with positioning, etc.
I love this always wondered why they had to remain static. Strange request and understandable if you don't want too, however is it possible to see the ice floes animated?
But I must say, I don't like the banner in general, one would think that the Aldmer simply would use the Aldmeri Dominion or Alinor Banner in their embassy, not a banner that looks like it's made of the uniform of their agents. Yeah, but I don't think Betheseda spended much thought in this.
For the texture improvement, I added an image comparing the vanilla Thalmor fringe texture and my 2 new options.
For the animation part, a picture won't show it, and I haven't taken the time to learn to capture video yet...suffice to say these banners now have a small amount of flowing animation, similar to other animated banners, so they appear more realistic.
